The accident happened on Saturday afternoon near Barrack Hill.
A white Dacia Duster was left perched on top of a grey Suzuki car next to Harlequin roundabout. Both cars suffered serious damage.
Harlequin roundabout and Queen's Hill close in both directions as a result of the accident.
Photographer Andrew Morgan Evans, 35, from Newport, was on his way home from a shopping trip when he noticed the crash scene.
He said: "I had never seen anything like it. People passing by were stopping to look and took photos on their phones.
"The police road collision unit were there."
There was smashed glass spread across the road.
